Back then whenever someone buys a PSP/NDS/PS2/Wii or any other Consoles in Hong Kong, they have to ensure that system can play “copied” games. Otherwise, the console market in HK would not be as vibrant as it now is. However, nowadays, modded systems are illegal to sell in HK punishable by imprisonment, therefore you will have to rely on yourself to do the modifcations yourself.
My PSP came modded at the time of purchase. I did sneak a peek at what they did. I was told you have to downgrade to v1.50 before you can upgrade to the latest version. Keep in mind the latest stable Custom Firmware is v5.0 M33 Rev2 requires a Custom Firmware of v3.52 M33 Rev3. It cannot be upgraded from an official Sony firmware. You will need to:
1) downgrade to a modded v1.50 firmware
2) upgrade to v3.52 M33 Rev3 and newer
3) upgrade to v5.0 M33 Rev2

PS. For the record, I had my consoles modded so that I can play foreign (English) games, not for playing copied games. I normally buy games online in the U.S and I REALLY HATE THE region restriction bullsh-it.
